My learning is based on the full docs in https://wiki.archlinux.org/index.php/udev

Udev: device manager for Linux

— manges device nodes in /dev directory

udev also handles all user space events raised while hardware devices are added into the system or removed from it, including firmware loading as required by certain devices.

udev rules

2 places for udev rules.

  1. /etc/udev/rules.d
    1. written by administrator.
    2. file names end with .rules
  2. /usr/lib/udev/rules.d
    1. udev rules that are shipped with various packages are here.

What happens, if there are 2 files by the same name under ‘/urs/lib/’ and ‘/etc’ ?

The ones in /etc take precedence.
